In 2006, the Town of Scarborough designated this area for future growth based on community input. The Downs was envisioned as a response to that shared aspiration—a place where people could live, work, and gather in one thoughtfully planned community.
The Town Center will be a walkable, welcoming destination for residents and visitors alike—combining restaurants, retail, service-based businesses, and homes around a central green space designed for community events and everyday enjoyment.
It’s a thoughtfully designed development that integrates residential, commercial, and recreational spaces to create a self-contained, town-like environment.
After six years of developing the outer edges of the property along Route 1 and Payne Road, The Downs is now focused on building out its Town Center—the true heart of the community.
The completed community will include approximately 1,500 homes—a diverse mix of single-family homes, apartments, condos, townhomes, cottages, and micro units.
The entire project is expected to be completed around 2035.
Of the 577 total acres, over 200 will remain preserved green space. Additionally, 25 acres have been donated to the Scarborough Land Trust to support long-term conservation.
The Downs already includes miles of walking paths and bike lanes, with more coming soon. When complete, the community will feature 10+ miles of trails, including a future connection to the Warren Woods trail system.
Major infrastructure improvements are already underway. In collaboration with the Maine DOT and the Town of Scarborough, The Downs is leading a large-scale project to improve traffic flow, walkability, and safety across 37 intersections and key congestion points—from Scarborough to South Portland and up to the Gorham town line. Most improvements will be in place by 2026.
